Nick Chan Hiu-fung, BBS, MH, JP, Director, AALCO Hong Kong Regional Arbitration Centre was honoured to join the delegation led by Secretary for Justice Mr. Paul Lam Ting-kwok at the 7th Hong Kong Legal Services Forum in Xi’an — a city rich in history as the starting point of the ancient Silk Road and now a key player in the modern Belt and Road Initiative (BRI).
Enterprises in Shaanxi and other regions are becoming increasingly active in cross-border investments, which often come with legal, political, and economic risks. Just as ancient traders relied on tools for navigation and protection, today’s businesses require robust legal and risk management systems. Hong Kong is uniquely positioned to serve as a strategic partner — offering a well-established common law system, world-class legal and financial professionals, and a globally connected platform.
From asset structuring and compliance to dispute resolution and risk mitigation, Hong Kong provides end-to-end legal support that helps enterprises manage complex challenges in international markets. Its role as a hub for insurance, trust services, and professional advisory adds further depth to its value in the BRI context.
AALCO Hong Kong Regional Arbitration Centre plays a distinct role by combining legal expertise with diplomatic outreach, supporting Chinese enterprises in emerging markets across Asia and Africa while also fostering trust among foreign investors. With the backing of Asian-African Legal Consultative Organization (AALCO) and its 49 member states, the Centre bridges jurisdictions and legal systems to promote effective dispute resolution and cross-border cooperation.
Looking ahead, Hong Kong will continue to serve as a legal gateway for the Belt and Road — driving high-quality development and deepening international legal collaboration.
