On February 25, 2025, a delegation from the Public Legal Services Administration of the Ministry of Justice and the Hong Kong International Legal Talent Training Academy, led by Dr. Ling Yang, visited the AALCO Hong Kong Regional Arbitration Centre (AALCO-HKRAC) for a high-level exchange on international arbitration. Over 40 representatives from government agencies, practicing lawyers, engineering enterprises, and academia engaged in practical discussions, exploring innovative directions for the development of international arbitration.
Mr. Dennis Cai, Deputy Director of AALCO-HKRAC, warmly welcomed the delegation and delivered a keynote speech. He emphasized, “As the first arbitration institution established under international law by the Chinese government and AALCO, our Centre is a key member of AALCO’s dispute resolution system. Since its official launch in 2022, the Centre has supported parties from AALCO member states and broader regions in resolving cross-border commercial disputes more effectively. Leveraging AALCO’s unique advantages and adopting advanced legal technology, the Centre is committed to reducing costs and improving efficiency, while developing a distinctive arbitration rules system with Asian and African characteristics.”
During the exchange session, participants shared their practical experiences in arbitration across “Belt and Road Initiative” (BRI) countries and African regions, highlighting the challenges and opportunities in cross-border dispute resolution. Representatives from the engineering sector underscored the importance of efficiently resolving contract disputes in infrastructure projects through arbitration.
In her concluding remarks, Dr. Yang highlighted Hong Kong’s role as an international arbitration hub, nurtured by its “small government, big market” philosophy. She emphasized that credibility is the core competitiveness of arbitration institutions. The AALCO Hong Kong Regional Arbitration Centre will continue to leverage Hong Kong’s legal advantages and innovative environment to provide efficient and professional services for the resolution of global commercial disputes.
