AALCO Hong Kong Regional Arbitration Centre (AALCO-HKRAC) welcomes the Department of Justice (DoJ)’s first publication of Panel List of Hong Kong Legal Services Providers Supporting “Go Global” (“Panel List”) on 14 April 2026.
Leveraging Hong Kong’s strengths as an international legal and dispute resolution hub, this initiative builds a targeted bridge for Mainland enterprises to connect with Hong Kong’s legal professional services, underscoring Hong Kong’s commitment to the rule of law.
The selection criteria for the Panel List are stringent, and the listed legal service providers have proven track records with successful “going global” cases. The Panel List brings together over 70 leading legal service providers in Hong Kong, including international arbitration institutions, barristers, and 60 law firms of different sizes—local, international, and registered foreign law firms. All providers listed in the Panel List have demonstrated capabilities and experience in relevant “going global” practice areas. They are categorised into 12 major professional areas, comprehensively covering legal needs throughout the entire lifecycle of enterprises going global and providing end-to-end professional support.
This initiative is a practical step by the DoJ in response to the national “15th Five-Year Plan” and in implementing the Chief Executive’s Policy Address. It is underpinned by the DoJ’s overall coordination and the continued efforts of Dr. Cheung Kwok-kwan, SBS, JP, Deputy Secretary for Justice, whose leadership has been instrumental in promoting Hong Kong’s professional services, advancing the establishment of the go-global services platform, and enabling precise matching by clearly highlighting the professional strengths of each listed institution.
As an international arbitration institution, AALCO-HKRAC is one of the arbitration institutions included in the Panel List, and the only arbitration institution established under international law, with distinctive advantages in serving parties from Asia, Africa and beyond. Building on Hong Kong’s legal strengths, we provide one-stop dispute resolution services and will continue to support the DoJ in reinforcing Hong Kong’s position as an international legal and dispute resolution centre.
AALCO-HKRAC will also continue to leverage its role as a cross-jurisdictional dispute resolution hub. Through arbitration, mediation and other alternative dispute resolution (ADR) services, we provide neutral, efficient and reliable professional support for enterprises going global, assisting Mainland enterprises to expand overseas in a compliant and steady manner.
