Hong Kong should lean on its strengths in the rule of law to help foster the country\u2019s \u201cforeign-related\u201d work in fields such as forming treaties while using its \u201clegal weapons\u201d to oppose overseas intervention, a top state official has said.<\/p>\n \n\n
